Padilla is California's current Secretary of State.
His appointment fills the empty Senate seat
left by Vice President-elect Kamala Harris.
Harris congratulated Padilla,
tweeting, "I know he will continue fighting
for our state as California's first Latino senator.".
Padilla is a first-generation American and
a "national defender of voting rights."
