Premier tells inquiry he's not sure who made decision to use private security

The Victorian Premier Daniel Andrews has told the inquiry into the State's hotel quarantine program that Health Minister Jenny Mikakos was in charge of the failed scheme. He's also told the probe he was unaware of who made the critical decision to use private security.
