No money for substitute teachers

R500 million per month. That is how much the Basic Education department says it will cost to bring in substitute teachers. But its a figure the department cannot afford. 22,000 teachers with co-morbidities applied to work from home and have been approved. According to the department, its budget constraints are not COVID-19 related.
