बीते साल 5 अगस्त को केंद्र सरकार ने संसद के दोनों सदनों में बिल पारित करा जम्मू-कश्मीर को संविधान प्रदत्त विशेष राज्य का दर्जा वापस ले लिया था। इसके अलावा राज्य का द्विविभाजन भी कर दिया गया था। दोनों हिस्सों को केंद्रशासित प्रदेश बना दिया गया था। इसमें जम्मू-कश्मीर में विधानसभा की व्यवस्था है जबकि लद्दाख में विधानसभा नहीं होगी।इसी को देखते हुए..उच्च शिक्षा क्षेत्र को बढ़ावा देने के उद्देश्य से, जम्मू और कश्मीर के केंद्र शासित प्रदेश के तौर पर ..बुनियादी ढांचे का विस्तार कर रही है
