Kargil was called a low-intensity conflict and a 'limited war' but it highlighted deficiencies in India's intelligence and reinforced the need for a robust and forward-looking defence and logistics network. Then Defence Minister George Fernandes at a conference on Asian security in January 2000 said that India has shown during the Kargil War that it can fight and win a limited war at a time and place chosen by the aggressor. The Kargil War lasted for more than 60 days.

कारगिल युद्ध भारत को पाकिस्तान से मिला जितना बड़ा धोखा था उतनी ही बड़ी विफलता भारतीय एजेंसियों की थी. मसलन पाकिस्तान ने कारगिल में करीब सवा सौ कीलोमीटर क्षेत्र पर कब्जा कर लिया. वहां अपना पोस्ट बना लिया, बंकर बना लिए. पूरा सैन्य साजो सामान जुटा लिया और भारतीय एजेंसियों को इसकी तक नहीं लगी. रॉ समेत तमाम एजेंसियां जो अंदाजा भी नहीं लगा सकी वो पाकिस्तान ने बड़े ही आराम से कर लिया. इतना ही नहीं जब युद्ध शुरू हुआ तो देश में तीनों सेनाओं के बीच तालमेल की भारी कमी दिखी.
