For the two lakh population of West Pakistan refugees, Valmiki Dalits of Punjab and Gurkhas, living in the Jammu division of the Union Territory of J&K for the past seven decades, the new domicile rules, granting them permanent resident status with full voting rights, have truly changed their lives.

70 साल से शरणार्थियों के रूप में जीवन काट रहे वेस्ट पाकिस्तानी रिफ्यूजी यहां अपने अधिकारों के लिए लड़ते रहे हैं। जम्मू-कश्मीर में इनकी संख्या करीब 1 लाख के आसपास है। ये वो लोग हैं जो कि भारत और पाकिस्तान के बंटवारे के बाद जम्मू-कश्मीर में वापस लौट आए थे। अपने अधिकारों के लिए लंबे वक्त से तमाम मोर्चों पर संघर्ष करने वाले इन लोगों को अब जम्मू-कश्मीर में स्थायी निवासी होने के सर्टिफिकेट से लेकर सरकारी नौकरियों तक का लाभ मिल सकता है।
