Japan now under COVID-19 state of emergency

Prime Minister Shinzo Abe has declared a state of emergency across Japan and is asking some 35 million people to stay at home. Under Japan's constitution, all he can do is ask. CBS News correspondent Ramy Inocencio has more on the COVID-19 crisis in Japan and how the government hopes to prevent it from spiraling out of control.
