Elmer Salvia had just finished clearing ash from his family's home in Talisay, Batangas, and distributing relief goods to his fellow evacuees, when he had a stroke on January 21, 2020. His widow, Jocelyn, is left with a son and grandchildren to raise, and an uncertain future in the shadow of restive Taal Volcano.
