The water level reached at almost 190 centimeters on Wednesday, the highest water level in 53 years.
Declaring a state of emergency on Wednesday, Venice's mayor said the government must listen and he blamed climate change.
The floods have destroyed historical buildings, including San Marco, and left two people dead.
