World Rugby, the sport's international governing body, has advised foreign players with tattoos to cover-up during the upcoming Rugby World Cup to be hosted by Japan from September 20, 2019. But many advocates of body art hope the arrival of inked athletes will spark debate about taboos in the country, where tattoos have long been linked to criminality.
