Dinky: Construction in Yolanda-hit areas still a challenge

Social Welfare Secretary Dinky Soliman admits it will take time to reconstruct damaged schools in Yolanda-hit areas. Speaking to ANC, Soliman said lack of materials is adding to the delay. But she also said classes can soon be held in prefabricated structures aside from tents.
