A forester, a scientist and a Cabinet secretary have won recognition from no less than the President himself for their exemplary performance in serving the public. Department of Science and Technology (DOST) forester Dr. Arsenio Ella was cited for his role in environmental conservation and sustainable development. He is credited for passing on the technology of resin and bark harvesting to indigenous people, helping improve the livelihood of local communities and sustaining the life of trees. Internationally-acclaimed scientist Dr. Alfredo Mahar Lagmay is the 2013 The Outstanding Filipino (TOFIL) awardee for geology and earth science. Lagmay is credited for spearheading the DOST's project NOAH (Nationwide Operational Assessment of Hazards) and advocating the empowerment of communities through information on disaster response and mitigation. Public Works and Highways Secretary Rogelio Singson was lauded for his contribution to public service. Singson was cited for setting the bar for honest public service and introduced crucial reforms to the DPWH that led to billions of savings for government. The three awardees join 121 other TOFIL awardees honored for their selfless service and contribution to Filipino excellence, and social commitment over the past 25 years.
