Philadelphia Issues Ban on
Cashless Establishments It will be the first U.S. city to
pass such a measure. The law goes into
effect on July 1. Other areas like Washington D.C., have
recently debated similar laws. Under Philly's ban, fines up to $2,000 will be issued to those who don't comply. The legislation comes as some brick-and-mortars experiment with only accepting debit or credit cards. Supporters of the law say the concept discriminates against those who don't have a bank account or can't qualify
for a credit card. Those who favor cash also say that it keeps their transactions private. The law won't affect stores that require a membership, like Costco or
BJ's Wholesale Club. Parking lots and garages are also exempted.
