SC's ruling of 2013 said that promises made in an election manifesto cannot be construed as a 'corrupt practice' under Section 123 of RPA, 1951. Contradicting this stand, CJI TS Thakur has cracked down on this practice and stated that poll freebies tantamount to bribing voters. However, party workers and local corporations call it their work towards public welfare.
