The Rajya Sabha hurdle is more or less cleared since all Opposition parties have supported the Bill. Prime Minister Narendra Modi during his visit to Jammu & Kashmir has accused Pakistan of waging a ‘proxy war’. He told the officers and men from the army and air force in the Himalayan region that the neighbouring country has lost the strength to fight a conventional war but continues to engage in a proxy war of terrorism.
