Rahul's set tone for 2014: Proactive measures before polls, introduce new ticket distribution policy

Rahul Gandhi's addressing a crucial meeting of the All India Congress Committee (AICC) on his first day in office as the party's campaign chief, Gandhi, for the first time, formally—albeit implicitly—acknowledged that the Bharatiya Janata Party's (BJP's) prime ministerial candidate Narendra Modi was the rival to beat.
He was addressing Congress representatives from across India at the meeting called to evolve the party's electoral strategy a day after the Congress Working Committee, the apex decision-making body of the party, decided not to declare him as its prime ministerial candidate.

In his speech, Gandhi identified three demographic groups the Congress campaign should focus on—women, youth and the around 700 million-strong group that occupies the space between the middle class and the poverty line.
