Muzaffarnagar Violence : MLAs incited Muzaffarnagar riots, why are they still free?

Even as Muzaffarnagar is limping back to normal but the perpetrators have not been put behind the bars. 47 innocent lives were lost but UP government has done little to punish those responsible for inciting violence.
