Perhaps Manmohan Singh saw it as just more economic reform. In 2005 the UPA govt passed laws that would allow foreign pharma cos to conduct phase 2 and 3 clinical trials in India, their goal was not to develop India's own pharma industry or to help India's health care. It was simply to make it easy for foreign cos to conduct trials in India instead of in their own countries. Since no one would willingly become a human gunea pig knowingly, the clinical trials in India depend on the ignorance of the people, and weak laws all designed to entrap poor Indians, for the benefit of foreign companies whose drugs ordinary Indians will never be able to afford.
