This incident not only reflects complete breakdown of the jail official machinery but also indicates how criminals rule the roost in the jails of Punjab. This act of Bibi Jagir Kaur bestowing the 'siropa' upon IG Jails is a perfect case of " you scratch my back I scratch your's", since it was this very IG jails, who had given a clean chit to Bibi in an inquiry for VIP status approximately 3 months back.
