2/3rd of the country has had deficient or scanty rains till date this year. Forcing the weather department to marginally downgrade its prediction for average annual rainfall, it's a monsoon of despair. With 70 percent of the country grappling with the reality of a delayed monsoon, it's not just the mercury which is on the rise. The farmers are a tensed lot who are fast running out of options. With their livelihood on the line, they are now asking for help from the government.
