Pulwama Colen: Satyapal Malik says Big statement on Pulwama Incident. Jammu Kashmir Governor Satya Pal Malik has admitted that the Pulwama incident on Thursday is partly a result of intelligence failure, especially due to the fact that the security forces could not detect explosive in scorpio and movements. Malik said, "We can not accept it (intelligence failure). We could not locate the explosive-laden vehicle or check it on the highway. We should accept that we have made a mistake.
