A spate of kidnappings has terrorized Madurai and assistant commissioner Vishnu Doss (Rajkapoor) is getting a lot of flak from the senior officers. To restore the confidence of the public in the police force, he plans a fake kidnapping and hostage situation - to be solved successfully by his team - but the pitch is queered when sub-inspector Akilan (Dr Saravanan) has his own ideas on how to bring it to an end.
