Thoothukudi is a gangster film set in the district of Thoothukudi, Tamilnadu. The movie revolves around a common man named Maha (Harikumar), who goes to prison for bashing up a dishonest cop. In the prison he meets the notorious gangster Lingam (Rahman), and both instantly become enemies. However, in time both become friends, and Maha joins Lingam's gang. The rest of the story revolves around how Maha achieves his mission.
