During Shutdown Taxpayers are concerned about receiving their refunds as the partial government shutdown continues. The agency's recently-issued shutdown
plan states that only 12.5% of its employees
are allowed to work. The IRS claims
issuing refunds is a
"non-excepted" activity since those in charge of issuing refunds would be on leave during a shutdown. Other types of tax returns
will be processed, as they are considered "Necessary for the Safety of Human Life or Protection of Government Property." As tax season approaches,
