White or black shoes? Deputy minister says gov't doesn't want to burden parents

Deputy Education Minister Teo Nie Ching says students will be allowed to wear white shoes in 2019 and 2020 because the ministry does not intend to burden parents.

According to Teo, the Education Ministry's requirement for students to wear black shoes will only be enforced in 2021.
