Delhi battles toxic smog, blamegame continues; who's responsible for the choke?

Delhi continues to attempt a recovery from the dangerous haze that worsened on the Diwali night. Despite SC's measures, and steps taken by the government, traditions took their toll on the air yet again this year. The central pollution control board deployed 41 teams across the capital to monitor proper implementation of norms enforced to prevent pollution from their sources. NewsX got on the ground and spent the day with one such team who claimed that the polluting businesses are so powerful that they are not allowed to penalise them or shut them completely.
