Typhoon Mangkhut, also known locally as Ompong, made landfall in the Philippines’ province of Cagayan at around 1:40 am on Saturday, September 15, according to the country’s weather bureau.Mangkhut unleashed torrential rain and high winds in northern Luzon, with Cagayan and Ilocos Norte among the provinces where the highest typhoon signal was raised, local media reported on Saturday.The National Disaster Risk Reduction and Management Council said that an estimated 5.2 million people were within 77 miles of the projected path of Mangkhut.As of September 14, more than 2,000 people living in low-lying areas in Bacarra and other towns in Ilocos Norte had evacuated, Philippine News Agency reported.Mangkhut is expected to hit Hong Kong and southern China in coming days.This footage, shared online on September 15, shows strong winds lashing Bacarra, in Ilocos Norte.
