According to a report by Reuters, Congo's President Joseph Kabila will not run in the election scheduled for December, agreeing to obey a two-term limit but choosing a hard-core loyalist under European Union sanctions to run instead. On Wednesday, spokesman Lambert Mende made the announcement that former interior minister Emmanuel Ramazani Shadary would represent Kabila's ruling coalition in the upcoming election.
