NCD Governor Powes Parkop has assured the settlers who gathered at the launch of the NCD Settlement to Surburb Upgrade in Port Moresby that their lives will never be the same.

He said for too long they have been living an unhygienic lifestyles and a life most described as below poverty lifeline.
