$15 Billion Vaping Company Under Fire for Targeting Minors E-cigarette Juul is under investigation by the Massachusetts attorney general for allegedly targeting minors. Attorney General Maura Healey says Juul's products are gaining popularity among middle and high school students. Juul's nicotine cartridges come in flavors like mango, mint and cucumber. Each cartridge contains as much nicotine as a pack of cigarettes. The smoking devices also come in a variety of colorful skins. Investigators will determine whether Juul intentionally markets its products to underage users.
