Council binmen have been disciplined for 'stealing' a man's wheelie bin - after he had the 'temerity' to toot his car horn at the collection truck. The householder had driven his car off his drive just as the bin lorry reversed into the street and beeped as a polite warning of his presence. But as soon as he drove off the workers came back and took his bin for a second time - and never returned it. CCTV outside the man's home in Swindon, Wilts., shows the bin being wheeled out of view and not brought back. The man - who has asked not to be named - was later told it had been 'accidentally' crushed in the back of the lorry.
