The WWE roster is packed with talented superstars like Daniel Bryan, The Miz, Seth Rollins, AJ Styles, Randy Orton, and Finn Balor, but these are the members of the pack that have yet to get the world heavyweight title they clearly deserve. We'll be counting down some of the best from Raw and Smackdown, like Shinsuke Nakamura, Braun Strowman, and Samoa Joe here, but not including anyone who has already won the universal championship.
