Russian Bugatti Veyron - Driving and Startup in Monaco

This white Bugatti Veyron from Russia has been seen a few times in the last few days as it drives around Monaco; the car was previously on a Swiss registration (and before that UK) and is chassis #151 but here it is now carrying the Russian plates.
You can see it in combo with some fairly ridiculous cars outside the Monte Carlo Casino before it then starts up and drives off.
