It says "persons" — not "citizens" or "green card holders."
That's why the Trump admin's new citizenship question has such intense opposition.
It may deter participation and lead to an inaccurate population count.
Federal law provides immunity for those answering census questions.
Census reports can't be admitted as evidence or used in any action or proceeding.
