Liverpool, England has implemented a zero-tolerance policy for littering and one man allegedly made the mistake of dropping a cigarette butt on the ground in front of an officer. The officer followed the man for quite a while as she tried to collect info from the man, but he refused to talk. A debate has sparked as to whether this is an unreasonably extreme level of enforcement or if it's warranted.
