EU leaders are backing the UK in its worsening diplomatic dispute with Russia.
At issue is the poisoning of former Russian double agent Sergei Skripal and his daughter.
The European Council says it's "highly likely" Moscow is behind the attack.
It condemned the nerve agent attack "in the strongest possible terms."
The statement added, "there is no plausible alternative explanation."
