Panhandlers were given jobs instead of tickets.

In a few years, the program "There's A Better Way" has gotten national attention and is spreading to other cities.

City officials travel in a van to connect with the homeless, who are paid an hourly rate and then dropped off by St. Martin's Hospitality Center.

The program was created by Albuquerque's former mayor, Richard Berry.
