Passing effective gun legislation "is very difficult": analyst

Steven Billet, Director of Legislative Affairs Program at George Washington University says that "fundamental change in one of the branches of government" will be needed to bring about any stricter gun control legislation in the United States, even after the shooting deaths last week of 14 students and three adults at a Florida high school.
