Michel Barnier rules out ‘special’ Brexit deal as he CAN’T move on from divorce bill
THE European Union’s chief negotiator Michel Barnier has ruled out the possibility of Britain securing a “special” bespoke trade deal despite already having similar agreements with other nations. The European Union has relationships with a number of countries that are not full members of the bloc, such as Norway and Switzerland, but Mr Barnier warned Britain could not create its own, unique relationship.Mr Barnier reportedly said: “We are not going to mix up models. But each model is available.”The EU bureaucrat has been pushing his message at a number of events including a speech at the Circle Gaulois club in Brussels, a briefing at the European Parliament and a number of private meetings.There he has also said Britain’s future relationship with the EU is in jeopardy because of its refusal to agree to a financial settlement. He told one meeting: “How do you build a future relationship if there’s no trust, if you haven’t honoured your commitments?“I don’t know how to do that.”He has also reportedly said that a divorce was “painful, not pleasant, and costly,” adding, in reference to the Brexit talks, “that’s where we are.”The offensive undertaken by Mr Barnier is seen in some quarters as an attempt to maintain a unified front by the EU countries and not expose differences of opinion on what approach to take in the Brexit negotiations. Mr Barnier could also be trying to seize the upper hand in negotiations over what some have seen as growing divisions in Britain over any EU deal since the general election.There appears to be a difference of opinion over Brexit between the Prime Minister Theresa May and Boris Johnson, the Foreign Secretary and the departure of Oliver Robbins, the top civil servant in the Brexit department over what appears to be disagreements with David Davis, the Brexit Secretary.Mr Barnier has also warned any so-called mixed agreement with the UK will require lengthy negotiations as well as time for any deal to be ratified by some 40 national and regional parliaments, which would require careful negotiations. As has been shown with talks between Canada and the EU over a trade deal that is a precarious process and liable to collapse, leading to a delay in any such agreement.The stance of Mr Barnier appears to be backed up by comments by the Shadow Brexit Secretary Keir Starmer who told The Guardian the EU expected Mrs May to “follow through” on her promises to the bloc.He said yesterday: “They want to see real progress, and they want follow through. Not a speech and nothing else.”Mr Starmer also added the EU expected to hear Mrs May “talking about the money”, in reference to the Brexit bill. He said: “They want progress, and they are concerned about methodology [on the financial settlement]… There is clearly cause for concern about the rate of progress in Brussels just as there is in the UK. And the ball is very much in the prime minister’s court.”Mrs May though appeared to take a swipe at the EU mandarin during her visit to New York, telling reporters that it would be national leaders, not the Commission, that would ultimately decide any Brexit deal.She said: “The negotiations are structured within the EU so, of course, the Council has delegated with a mandate to the Commission, and the Commission has appointed Michel Barnier.
