Is this Boeing 737 Dumping Fuel on Qutub Minar? Watch this landing to IGI Delhi video

In this video of routine landing of one of the Indias Airlines flight (Aircraft is Boeing 737 ) from Jaipur to Delhi I niticed something unusual. This was like dumping of fuel. Not to forget that just below the plane there comes Hauz khas village and UNESCO world heritage site Qutub Minar. Even dumping of fuel is not allowed over cities unless it highest level of emergency. Since I am not a expert in this I would rather stay quiet if that is ually a fuel dumping. Lets see the video for better understanding.
