A few people are having a problem with what I am saying at 23:30. Here is my response:
You would seat the primer deeper if you don't initially seat it deep enough BEFORE filling it with a powder charge and a bullet. If you notice it after the round is complete then you would just pull the bullet and fix it. I would NEVER seat the primer deeper with a charge or bullet on it. Hope this clears things up.
