A week after a Category Four storm lashed southeast Texas, Port Arthur residents are struggling to get back on their feet. Two days after having been hoisted out of rising floodwaters by a rescue helicopter, Tobias James has now returned home and despite the mess and two ruined cars, is glad his family is safe.
