Brig. Gen. Gilbert Gapay, martial law spokesperson in Eastern Mindanao, said the possibility is very high that the terrorist groups Maute and Bangsamoro Islamic Freedom Fighters have forged tactical alliance with each other to mount defensive stance against the military.
