Floodwater broke through a window and rushed into the basement of a couples’ home in Burlington, Wisconsin on July 12.Tony Hernandez told local news station WISN that he was walking up the stairs from the basement when the floodwater broke through the window.Burlington Mayor Jeannie Hefty declared a state of emergency on Wednesday morning after a night of heavy rain caused flooding and road closures in the area.Hernandez’s wife, Lisa, started an online fundraiser for community members affected by the flooding.
