IAS officer falls into open manhole in Delhi, breaks his leg

A senior IAS officer working with the Delhi Government fell into an open manhole near Raj Niwas on the night of 16th September. VC Pandey, 1999-batch IAS officer, who is holding the charge of Secretary of Art and Culture in the Delhi Government, had gone for a walk when he fell into the open manhole/gutter. His right leg and toes of the left leg were fractured and he suffered severe injuries on his forehead and hands.
