A disciplinary letter revealed that 911 dispatcher Constance Hollinger failed to alert dispatchers that Tamir Rice could have been a juvenile with a fake gun. In November 2014, Tamir Rice was shot and killed within seconds of the police cruiser's arrival at the Cleveland rec center. County prosecutor Timothy J.
