Republicans have been working hard to repeal or replace the Affordable Care Act, also known as Obamacare, but they are reportedly facing several obstacles to achieving their goal.
According to The Hill, four main issues still being debated are tax incentives, Medicaid expansion, funding options, and funding for Planned Parenthood. 
And the argument appears to primarily be between two factions within the party: right-wing conservatives like Senators Ted Cruz and Rand Paul who have vowed to fully repeal the act and moderates who would prefer to amend sections due to benefits experienced by their constituents. 
Adding to the pressure are outside groups threatening to retaliate against lawmakers if the law is not completely banished. 
As the Washington Post points out, if just three Senators vote to oppose the health care proposal Republicans end up introducing, it will not pass. 
Democrats, meanwhile, are feeling optimistic, with Senate Minority Leader Chuck Schumer telling NPR that the odds of the Affordable Care Act continuing in its current form are, in his words, “much greater than half.”
Nevertheless, top Republicans have indicated that President Trump could receive a replacement bill to sign as early as this month.
