Mogherini: US, Russia must ensure Syria ceasefire before EU aid

EU Foreign Affairs Chief Federica Mogherini says the European Union is ready to contribute humanitarian and political aid to Syria once the ceasefire is in place but that it is "for the US and Russia...to guarantee that it is holding". The comments came after Mogherini announced the EU's external investment plan to help address the root causes of migration.
