Russia is banned from the Rio Paralympic Games as punishment for a state-backed doping program, after losing an appeal to the Court for the Arbitration of Sport (CAS) The decision to exclude Russia's entire Paralympics team means at least 250 Russian competitors are set to miss the Sept. 7-18 event
