According to police, her mother, Jennifer Denen, told authorities she knew her live-in boyfriend, Clarence Reed, had been abusing the child but never got her medical help.
Reed reportedly admitted to the violence and allegedly said he called the girl "Idiot" frequently, but "in jest."
The 4-year-old and five other children living in the home have been relocated, according to the Washington Post.
Denen and Reed are facing multiple felonies regarding battery and child endangerment. Their bond has been set at $500,000.
